Salmon and steelhead recovery projects in the Columbia River Basin are working, the lead agency said in response to a Congressional report.

The National Marine Fisheries Service, part of the Department of Commerce, is responsible for ensuring the protection of 12 species of fish listed as threatened or endangered under federal law. Along with a host of other federal agencies, it has spent $3.3 billion but can't document concrete success, the General Accounting Office said.

An environmentalist said the money has not been wasted. No species have gone extinct, said Wendell Wood of the Oregon Natural Resources Council.
