Lawmakers are confused by the federal recognition process, according to Rep. Rob Simmons (R-Conn.), who himself was baffled about the recent acknowledgment of the historic Eastern Pequot Tribe.

Simmons said he alone was trying to reform the Bureau of Indian Affairs' regulations. But other members of Congress, including Sen. Ben Nighthorse Campbell (R-Colo.), have tried for years.

The state of Connecticut plans to challenge Assistant Secretary Neal McCaleb's decision on the Pequot tribe.
