The Bush administration is cutting funds to 33 toxic waste sites and will eventually shift the cost of the Superfund program to taxpayers.

The New York Times cites a new EPA inspector general report which notes a slowdown in Superfund cleanup. A total of 18 states are affected, the paper reports.

The Bush administration has previously said it wants to make taxpayers pay for cleanup.
