A bill to overhaul the Army Corps of Engineers was endorsed on Tuesday by the military commander of the troubled agency and the Senate's top Democrat.

Lt. Gen. Robert B. Flowers admitted the Corps faces major problems and needs a complete overhaul. He responded to recent criticism from Congress, independent panels, the White House, the public and environmentalists.

Senate Majority Leader Tom Daschle (D-S.D.) agreed to co-sponsor the reform bill with Sens. Robert C. Smith (R-N.H.), Russell Feingold (D-Wis.) and John McCain (R-Ariz.).

Tribes have voiced frequent complaints about water projects that have destroyed tribal lands. They also say the Corps poorly manages its projects and fails to protect sacred sites.
