A joint state-federal study on coalbed methane drilling is drawing complaints by the public.

Of 8,000 comments received by the Bureau of Land Management, most have been negative. A major complaint was the effect of drilling on the water supply in the Powder River basin on Montana and Wyoming.

The Environmental Protection Agency rated the study "environmentally unsatisfactory," the worst rating possible.
