Inupiat Eskimo leaders vow to continue their traditional subsistence whale hunt in the face of an international setback.

The International Whaling Commission rejected a vote to extend quotas for the Inupiat bowhead whale hunt. The decision was made at the panel's conference this week in Japan.

The meeting was a political maelstrom, with the Japanese delegation leading the fight against renewing the Inupiat quota. Japan claims its traditional whaling practices are unfairly targeted and said the vote sent a message to the United States to "end the hypocrisy," according to press accounts.
