The Environmental Protection Agency is delaying the implementation of regulations aimed at curbing toxic mercury emissions from power plants. The EPA said it won't issue a final rule until March 2005. Environmental groups and some Democrats complained the proposal wasn't strict enough. Mercury poses dangers to pregnant women and children.
