The Fort McDowell Yavapai Nation of Arizona is eager to create a reservation economy. Although attempts to lure big-time sports stadiums have not paid off, the tribe has broken ground on a number of other projects. Moving beyond casinos, the tribe is opening a 247-room hotel and 23,000-square-foot convention center, a $3.2 million recreational-vehicle park and other commercial development.
