A man who was adopted as an infant is protesting his temporary exclusion from membership in the Pechanga Band of Luiseno Indians of California. The tribe has adopted a moratorium on new members in order to ensure the rolls are accurate. That has Joe Liska, 43, angry so he has filed a lawsuit that doesn't challenge the tribe's enrollment policies but a per capita payment plan. Liska says he has proof of his eligibility.
