US starts civil rights investigation

The US Department of Justice on Monday began a civil rights investigation of the police department in Cincinnati, Ohio.

The investigation comes after race riots erupted in the city over the killing of an unarmed African-American teenager by a police officer. Just yesterday, a grand jury indicted Officer Stephen Roach on misdemeantor charges of negligent homicide and obstruction of official business.

The investigation will look at patterns of violations, said Attorney General John Ashcroft.
