Rights panel dispute part of larger one

The usefulness of the U.S. Civil Rights Commission is being debated as a dispute over the membership has gone to a federal court.

At the center of the debate is chair Mary Frances Berry, appointed to her post by President Clinton. Her refusal to seat Peter N. Kirsanow, a Bush appointee, is just one of numerous controversies she, and the commission, have encountered in recent years.

The commission has once Native member, Elsie Meeks, who is Oglala Lakota. Meeks was responsible for getting the commission to take a stand against mascots.

The commission has also addressed justice disparities among Indians in South Dakota and Native Hawaiian sovereignty.
