WEDNESDAY, SEPTEMBER 5, 2001 Sen. Phil Gramm (R-Tex.) on Tuesday said he will not seek re-election next year, becoming the third senior Republican to retire from the Senate. Gramm joins Jesse Helms of North Carolina and Strom Thurmond of South Carolina in announcing his departure. His exit probably won't mean a Democrat will take his place, however. Gramm was former chairman of the Banking, Housing and Urban Affairs Committee. A conservative, he sought to reduce the budget and end welfare. Get the Story:
