FRIDAY, SEPTEMBER 21, 2001 A Quechua Indian leader from the Otavalo region in Ecuador took office as the country's Ministry of Social Welfare on Thursday. Luis Maldonado is the second Indian to hold a Cabinet position in the country. He said he will use the position to combat racism. Indians make up about a third of the country's population.
