FEBRUARY 8, 2001 Indian groups in Ecuador who have been protesting fare hikes and fuel subsidy cuts on Wednesday celebrated an agreement made with government officials, President Gustavo Noboa and Antonio Vargas, president of the Confederation of Indigenous Nationalities, signed a 23-point agreement at a Government Palace ceremony. The government has agreed to freeze gasoline prices for a year, cut the cost of a 30-pound tank of cooking fuel by 40 cents to $1.60, and provide cheaper public transport fares for children, students, and the elderly.
