WEDNESDAY, NOVEMBER 28, 2001 A Canadian group has authored a report calling on the goverment to create a separate educational system for Aboriginals, citing poor treatment of Native children in existing schools. The C.D. Howe Institute says Aboriginal families moving to urban areas has resulted in substandard education.
