JUNE 27, 2001 A study released by the National Academy of Sciences on Tuesday says a wetlands protection program instituted under the Bush administration in 1989 is failing. The report says the program -- which allows homeowners to destroy wetlands if they create or restore others -- has resulted in delayed or, in some cases, unfinished projects. When new wetlands were created, they often failed to replicate the ecology of the ones destroyed. Overall, however, the destruction of wetlands has decreased since the 1970s. The Clinton administration took credit for wetlands restoration. Get the Report:
