WEDNESDAY, AUGUST 22, 2001 Four years ago, the late Joan Finney, the first female Governor of Kansas, donated her papers to Haskell Indian Nations University in hopes of seeing her memoirs published. But since the school's foundation ran into monetary troubles and had to declare bankruptcy in 1999, the project fell apart. There are no plans to publish Finney's papers although they are available for viewing at Haskell's library. Finney, who was governor from 1991 to 1995, died in July of complications from liver cancer. She was considered a tribal advocate, paving the way for approval of gaming compacts. Get the Story:
