SEPTEMBER 8, 2000 Tribal and other leaders continued to criticize a plan unveiled by John Carlson, a Republican candidate for Governor of Washington. Carlson said he wants to end tribal and non-tribal commercial fishing in order to help save the salmon. But tribal leaders say it violates treaty rights which have already been upheld by various courts. Carlson said states are allowed to ban all fishing to save a species and that his plan would survive a court challenge. Get the Story:
