1. POLICY:
NOTICE OF PROPOSED RULEMAKING ANNOUNCED FOR COMMUNITY REINVESTMENT ACT
On May 5th, the Board of Governors of the Federal Reserve System (Board), Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC) issued a notice of proposed rulemaking (NPR) to the Community Reinvestment Act (CRA). The CRA was signed into law in 1977 and is a seminal piece of legislation to address inequities in access to credit for low- and moderate-income individuals and communities. After receiving substantial feedback from stakeholders, the Board, the FDIC, and the OCC have issued a notice of proposed rulemaking that would amend their regulations implementing the CRA.

The agencies’ objectives include updating the CRA regulations to strengthen the achievement of the core purpose of the statue, and to adapt to changes in the banking industry, including the expanded role of mobile and online banking. The notice also includes that the agencies are proposing a new definition of qualifying activities in “Native Land Areas”. This new definition can be found on pages 96-103 of the Federal Register Notice.

The OCC, Federal Reserve Board, and FDIC will be hosting a webinar to provide an overview of the notice this week on Wednesday, May 11th 3:00 PM Eastern Time.

The deadline for submitting comments on the rulemaking is August 5th, 2022. The Board previously published for public comment an advance notice of proposed rulemaking (ANPR) in September 2020 to solicit public input regarding updating the Board’s CRA regulatory and supervisory framework.

NAGPRA REPATRIATION GRANTS
Repatriation grants defray costs associated with the packaging, transportation, contamination removal, reburial and/or storage of NAGPRA-related cultural items

  • Award: Non-competitive, rolling awards
  • Grant Period: 1 year
  • Eligibility: Museums, Indian Tribes, and Native Hawaiian organizations as defined in NAGPRA are eligible to apply.
  • Amount: $1,000 to $15,000
  • Cost Share Requirement: None
  • Deadline: The deadline for the FY2022 Repatriation grants is Friday, May 13, 2022.
  • CFDA Number: 15.922
  • Repatriation FOA #: The FY2022 Funding Opportunity Announcement (FOA) and accompanying Notice of Funding Opportunity (NOFO) can be found on Grants.gov under #P22AS00102.

Application Guidelines and Forms
Interested applicants can view/download the current (FY22) NOFO and application forms on Grants.gov. Search Funding Opportunities for keyword “NAGPRA”, CFDA Number (15.922), or Funding Opportunity Number: P22AS00102. Applicants must use the current year’s NOFO.

All NAGPRA grant applicants must submit their complete application packages electronically through Grants.gov. Organizations not yet registered or familiar with Grants.gov should review the instructions to register.

4. COMMUNITY:
#GIVENATIVE – NATIVE NONPROFIT DAY, MAY 20, 2022
Native Ways Federation (NWF) is launching our first Native Nonprofit Day on May 20, 2022! Native Nonprofit Day is a giving initiative aimed at increasing support for Native-led organizations nationwide.

Native-led nonprofits are systemically underfunded. According to the Investing in Native Communities project, large foundations have allocated less than half a percent of their total annual grantmaking to Native communities since 2006. The percentage allocated to Native-led and Native-serving organizations is likely much lower. NWF is working to change this through Native Nonprofit Day and other education and advocacy initiatives. Native Nonprofit Day is also an opportunity for donors and foundations to learn about our amazing Native-led nonprofits and contribute to our groundbreaking work.

This campaign encourages donors to give to nonprofits directly through Native-led organizations’ donate pages or through their own fundraisers.

5. JOBS:
POKAGON BAND OF POTAWATOMI IS SEEKING CHIEF OF STAFF
Under general direction of the Tribal Council, coordinates Tribal Council relationships with all internal and external constituents including, but not limited to, Tribal, State, Federal and Local Government agencies, Tribal sponsored Committees and Boards, Tribal business entities, and Tribal members. Acts on behalf of Tribal Council, at their direction, including delegated decision-making authority, process oversight and process creation, as approved by Tribal Council; establishing timelines, milestones, objectives, and measures of success; and making presentations and fulfilling information requests. Plans and directs (or delegates) all administrative, financial, and operational activities on Tribal Council’s behalf. Tracks, monitors, and facilitates commitments, projects and issues brought to Tribal Council for appropriate action and resolution.
