Tribal sex offender who failed to register arrested in California

A sex offender who failed to register with the Warm Springs Tribes of Oregon has been arrested in California.
But authorities in Santa Cruz, California, do not recognize the tribe's warrant. So they are holding Joe Ray Greene, 29, on other charges while they try to find a way to charge him for failing to register in California.
Greene was convicted in tribal court of child abuse and child rape in 2004. He did not register with the tribe as required under tribal and federal law.
