"A 2010 study by the Government Accountability Office found that U.S. Attorneys across the country are just as likely to decline prosecution allegations from Indian country as they are to file charges.

Why? Because federal officials did not respond to repeated requests for interviews by the Tribune, they didn't offer an answer.

More disturbing, however, is the unresponsiveness federal law enforcement agencies seem to categorically employ when it comes to victims and their families.

Such is the case with the family of Zachary Gervais, who was fatally stabbed in Browning on Jan. 28, 2007. He was an 18-year-old high school senior at the time and the father of an infant daughter.

No one has been prosecuted in the five years since Gervais' death."
