New Mexico tribe handing out traffic tickets to non-Indians

Some officials in Cibola County, New Mexico, say
Laguna Pueblo officers shouldn't be issuing traffic tickets to non-Indians.
The tribe says it has civil jurisdiction over non-Indians on the reservation. Traffic laws are part of the tribe's civil code.
"The Pueblo's authority to issue speeding citations to individuals that violate the Pueblo's traffic laws is no different than a state exercising its authority to issue speeding citations to individuals that violate its laws within its boundaries," Gov. Richard Luarkie said in a statement to KOB-TV.
The county sheriff said he welcomes more law enforcement but wants tribal officers to enforce state law, not tribal law.
