North Dakota tribe seeks financing for oil refinery plan





The Mandan, Hidatsa and Arikara Nation of North Dakota is seeking bids for a proposed oil refinery.

The tribe issued a request for proposals for the project. The estimated cost is $350 million to $400 million.

The project was first proposed in 2000. After years of delays, the Environmental Protection Agency issued a record of decision this year.

If built, the refinery would be the first in the U.S. in more than 30 years.
