The Tuscarora Nation has received about $12.5 million so far out of a $100 million settlement with the New York Power Authority.

The tribe accepted the settlement in 2008. It provides $2 million a year for 50 years but some tribal members say they don't know where the money is going.

According to The Niagara Falls Reporter, the checks are going to Leo Henry, the tribe's clerk. On behalf of the tribe, he's invested about $9.6 million in a wide range of funds, to which the rest of the tribe has little to no access.

The Department of Justice has reportedly opened an investigation into the settlement.
