Rep. Anthony Weiner (D-New York), the sponsor of the anti-tribal Prevent All Cigarette Trafficking (PACT) Act, admitted he sent a lewd photo of himself over the Internet but said he wouldn't resign.
Weiner initially denied posting the photo on Twitter. But he apologized after Big Government began posting images that he sent to other women online.
Tribes lobbied heavily against the PACT Act, which severely curtails the sale of tobacco online and limits the distribution of tobacco through the mail.
Weiner said the law makes it easier for state and federal prosecutors to go after "untaxed" cigarettes in Indian Country.
"If you think you're going to skirt the law by driving to your neighborhood Indian reservation, buying boxes and boxes and cases of cases of cigarettes and not paying taxes on it, well that's a violation ... that rises to a felony," Weiner said on the House floor.
Weiner's district in New York includes a state-recognized reservation.
