Local officials toured the new cigarette manufacturing plant on the Oneida Nation in New York.
The tribe started producing tobacco at the facility in October. The plant is located on the 32-acre reservation.
Some officials in the city of Oneida have questioned whether the tribe is living up to a 2006 agreement that allows the city to inspect tribal property.
Monday's tour was the first time the city’s water director, codes enforcement officer and fire chief visited the facility.
The tribe says the 2006 agreement doesn't apply to the facility because it is located on the reservation.
