The Affiliated Tribes of Northwest Indians winter conference began on Tuesday as the Senate began debate on the Indian Health Care Improvement Act.
Tribal leaders said the bill was crucial. They said it will address population growth, provide more funding and help tribes combat new health problems like methamphetamine abuse.
As the Senate opened debate, the White House issued a Statement of Administrative Policy on S.1200. It threatened a veto and objected to numerous provisions, including those affecting urban Indians.
The ATNI conference is being held on the Yakama Reservation in Washington.
