The Bush administration's fiscal year 2009 budget is a "net loss" for Indian Country, says Jacqueline Johnson, the executive director of the National Congress of American Indians.
The budget contains some increases for reservation law enforcement and Indian education. But there are cuts to nearly every other program -- from roads to housing to tribal courts.
"It seems that, overall, we still have a net loss," Johnson told The Sioux Falls Argus Leader.
Overall, the Bureau of Indian Affairs saw a 4.4 percent of nearly $100 million.
