Police say they found the chairman of the Hopi Tribe "very intoxicated and disorderly" at a hotel in Winslow, Arizona.

Ivan Sidney was not arrested but police filed an incident report. His blood alcohol level was 0.311, more than three times the state limit. At the hotel, Sidney allegedly "urinated all over the hallway," according to the report.

The incident prompted Hopi council member Clifford Balenquah Qotsaquahu to file a complaint against Sydney. He said Syndey violated tribal guidelines for public officials.
