Lance Morgan, the chief executive officer of Ho-Chunk Inc., the economic development corporation of the Winnebago Tribe of Nebraska, spoke on the opening day of the Bureau of Indian Affairs Great Plains Regional Tribal Economic Development Summit.

Morgan, a member of the Winnebago Tribe, said Ho-Chunk has reduced unemployment on the reservation by more than half. He said the tribe established a board of directors to oversee the business independent of the tribal council.

"Success is a possibility, rather than an act of God or a miracle," Morgan said, The Sioux Falls Argus Leader reported. "I do not believe we were ever meant to be poor people." Ho-Chunk Inc owns Indianz.Com and AllNative.Com.

The summit is taking place in Sioux Falls, South Dakota. It concludes today.
