Alleged leader of Nevada tribe said to be Filipino

A man who claims to be chief of the Winnemucca Indian Colony in Nevada was removed from the tribe three years ago when it was discovered that he is Filipino and doesn't have any Indian blood.

William Bills, 46, served as vice chairman and chairman before his true heritage was discovered. He let his membership lapse as the tribe was investigating the situation.

Bills has since been charged with fraud for trying to gain access to the tribe's bank accounts. He also has sought to build a casino in California.
