House passes bill to limit Endangered Species Act


The House voted 229-193 on Thursday to pass the Threatened and Endangered Species Recovery Act of 2005, a bill that makes it more difficult to designate critical habitats under the Endangered Species Act.

Rep. Richard Pombo (R-California), the chairman of the House Resources Committee, and a bipartisan group of lawmakers are sponsoring the measure. They say it will restore the rights of property owners and encourage cooperation between the federal government, tribes and states.

The bill faces an uncertain future in the Senate but Pombo called its passage historic.
