Arizona Gov. Janet Napolitano (D) and state lawmakers have begun negotiations on a new budget but funding for a Navajo tribal college is still up in the air.
The state has a compact with the Navajo Nation to provide $1.75 million a year to Dine College. But Republicans cut the money from the current budget.
Napolitano vetoed the budget so she is working with Republicans on a new package. Navajo leaders say the state must honor its contracts.
