Two tribes in Minnesota are moving forward with discussions to get into the prescription drug business.

The Red Lake Band is negotiating with First Nations in Manitoba, Canada, who run their own pharmacy. The White Earth Band also wants to get involved.

Leaders of both tribes say they will act independently of the state. They questioned why Gov. Tim Pawlenty (R) brought up the issue without first talking to them.

The state operates a pharmacy program to help consumers buy cheaper drugs from Canada but the federal government could shut it down.
