Harold Frazier, chairman of Cheyenne River Sioux Tribe, says he won't shy from problems in his first State of the Tribe address.
Frazier said the public needs to know what is going on within the tribe, whether it be good or bad. But he says there's a lot of success to report in the past year, such as increasing tribal revenues.
The address will be delivered today. Frazier said he got the idea after attending President Bush's State of the Union address in 2004.
