Native man fights citation for fishing without license


A member of the Tuscarora Nation of New York is challenging a $25 ticket he received for fishing without a state license.

Neil Patterson Jr. says the state's hunting and fishing regulations don't apply to him. He says the 1794 Treaty of Canandaigua allows Tuscarora tribal members to exercise their rights off the reservation.

The case will be heard by the New York Court of Appeals tomorrow.
