A wild horse sanctuary is being proposed on the Crow Reservation in Montana.
The Crow Tribe and rancher Merle Edsall signed a letter of intent to buy 4,000 wild horses from the Bureau of Land Management. The plan, however, needs federal funds to operate in the first year.
Under a Congressional rider, the BLM is authorized to sell some wild horses and burros. This week, the agency announced the sale of more than 500 animals to two tribes.
