The Bush administration began preparing for a second term with Republicans squarely in control of Congress.
President Bush will meet with his Cabinet today for the first time since August. Some, like Secretary of State Colin L. Powell and Transportation Secretary Norman Y. Mineta, are widely expected to depart.
Congressional Republicans have been saying Interior Secretary Gale Norton will leave, and Interior officials are now discussing her departure. The officials believe Deputy Secretary J. Steven Griles, a controversial figure, will resign.
In his victory speech yesterday, Bush said he will serve "all Americans." He intends to focus on an overhaul of Social Security, more tax reforms and drilling in the Arctic National Wildlife Refuge.
Social conservatives are lining up an ambitious agenda including a ban on same-sex marriage, greater limits on abortion rights and a more conservative judiciary.
