Haskell Indian Nations University in Kansas dedicated a memorial to three students killed in a drunk-driving accident in 1999.
Students A.J. White Bull, 25, Ray "Mike" Red Elk, 24, and Yancy Longhat, 20, were killed when a pickup they were riding in lost control and flipped. Clint Wahquahboshkuk, 23, a friend, died several days later.
The driver, Manuel Brown, then 20, was charged with driving while intoxicated and four counts of involuntary manslaughter. He spent 3 1/2 years in prison before being released in November 2003.
Jerry Clown, a friend of White Bull, witnessed the accident, which prompted him to drop drinking and using drugs. He returned to Haskell to lead the dedication ceremony and to speak about the dangers of alcohol use.
