Agency rules college education not a treaty right


Canada's Customs and Revenue Agency has ruled that college money provided to First Nations students is not a treaty right and is therefore taxable.

First Nations students who receive money from their tribe will have to report it as income. The change goes into effect next year.

Cathy Wheaton, a masters student, says the ruling will increase the dropout rate among Native students.
