Organizers of the 35th annual Time-Out and Wacipi Week at the University of North Dakota dropped the pow-wow's open drum policy this year and only allowed invited drum groups to participate.
The change was welcomed by some, who said they came to the pow-wow because top drums from the U.S. and Canada were there. But others said the invite-only might hurt future fundraising efforts because no local drum groups were invited. Some said they didn't like the change in policy but attended anyway.
Organizers invited nine drums and all attended. It is up to each year's organizers to decide the policy.
