President Bush will ask Congress today to create a temporary worker program that would grant legal status to illegal immigrants who are employed in the United States.

Undocumented workers and those who want to come to the U.S. and work will be granted three-year status as part of the "Fair and Secure Immigration Reform." Employers would have to vouch for the undocumented worker and the status will be renewable.

According to news reports, the program will not make it easier for illegal immigrants to become full citizens. "[O]ne must go home upon conclusion of the program," a Bush administration official told reporters.
