Opinion: Governor a winner in smoke shop report

"The report by Brown University President Ruth Simmons and her panel probing the July 14 state police raid on the Narragansett Indian smoke shop is a model of even-handedness.

It finds fault in the performance of Governor Carcieri, the police and tribal leaders.

But, in the world of political elbowing, Republican Carcieri emerges a winner: He's commended for delaying the raid so alternatives could be explored."
