October 09, 2003Editorial: Smoke shop report a political documentThe Providence Journal says a report into the July 14 raid of the Narragansett Tribe's smoke shop "seems to be a political document designed to tamp down emotions." The paper says the report makes some good recommendations, particularly about improving tribal-state communication. But it rejects others that favor the tribe or are critical of the state police. "Before the tribe mounts its next campaign to open another apparently illegal operation, fueling the potential for more violence, it would be wise for the governor to know clearly what the state's options are," the paper says. "It must not overstep its legal authority."
