Smoke shop panel blames both sides for raid

The independent commission studying the July 14 raid of the Narragansett Tribe's smoke shop released its report on Tuesday.

The panel faulted both the tribe and the state for the incident, in which several tribal members were arrested and injured. The report said Gov. Donald Carcieri (R) didn't research how he could have dealt with the situation in a different manner, criticized the police for how they carried out the raid and said the tribe should not have resisted the state troopers.

The panel is recommending that the state and tribe improve their relationship. Both parties are in federal court arguing over the legality of tax-free cigarettes on the reservation.
