Panel studying smoke shop raid takes more testimony

The Independent Review Commission studying the state of Rhode Island's July 14 raid of the Narragansett Tribe's smoke shop met again on Tuesday.

Jack Killoy, the tribe's lawyer, and Lt. Rodney Champlin, acting chief of the tribal police force, said the raid was needless. Killoy said the matter should have been handled in court. "We could have been in federal court instead of in a parking lot," he said, The Providence Journal reported.

Champlin said the state troopers never showed him a warrant for the raid. He said tribal members who resisted were just trying to protect their lands.
