Tribal housing project still not off the ground

In 1988, the Department of Housing and Urban Development awarded the Narragansett Tribe $4.1 million to build 50 houses for elders on 32 acres of land. More than 10 years later, the project is stuck in a dispute over sovereignty and gaming rights. There was also mismanagement of federal funds, a HUD investigation found. The tribe is waiting on a judge to decide whether the Bureau of Indian Affairs can take the 32 acres into trust.
