Alaska drops Katie John case
Pleasing Alaska Natives and angering Republicans,
Alaska Governor Tony Knowles this week dropped his state's
appeal of the Katie John subsistence rights case.
The decision puts to rest Native fishing and hunting rights
but sets the stage for a battle over changing the state's
constitution. Lawmakers must put together an amendment
to recognize some sort of priority for rural or Alaska
Native residents but there isn't yet consensus on
how to do just that.

Norton faces new contempt challenges
Six months into her tenure at the Department of
Interior, Secretary Gale Norton has faced
numerous challenges on the trust fund.
Report after report has damaged an already
negative reputation of the government but
little action has been taken by a federal
judge in charge of the Cobell v. Norton lawsuit.
That may soon change as Judge Royce Lamberth
begins to consider whether to hold Norton
and other officials in contempt of court.
Despite the woes, Norton and her lawyers
are still claiming progress is being made
to further trust responsibilities to
American Indians. But the stance backfired
as a special master in the case put the Interior
at its word as he seeks to investigate a
trust fund office.
