Tribes debate, reject BIA reorganization
Secretary of Interior Gale Norton's proposed reorganization of the Bureau of Indian Affairs was the subject of considerable debate in Spokane, Washington, this week, culminating in its overwhelming rejection by the National Congress of American Indians.
The action taken by the nation's largest tribal organization represents a major obstacle the Bush administration must overcome to regain the trust of Indian Country. A hastily scheduled consultation meeting -- with no future ones confirmed despite a firm cut-off date for written comments -- and conflicting and confusing messages from top officials has hurt the department's already shaky standing.

Norton to stand trial for contempt
After vehemently challenging charges of contempt laid against her by 300,000 American Indian beneficiaries, Secretary of Interior Gale Norton's defense was rejected by a federal judge this week and she ordered to stand trial for her involvement in the debacle.
The open-ended proceedings will put a wrench into parallel consultations she has planned with tribes over an attempt to correct more than one hundred years of fiscal mismanagement. Having promised to attend an upcoming session in New Mexico, Norton and Assistant Secretary Neal McCaleb are now scurrying to head off sanctions that are likely to be imposed by U.S. District Judge Royce Lamberth.
