Trust reform talks end on low note
After nine months of talks, the tribal-federal task
force on trust reform held its final meeting in
Washington, D.C., this week.
The session wasn't as heated as the one held
in September but it generated a lot of complaints.
Tribal leaders criticized the Bush administration's
plan to reorganize the Bureau of Indian Affairs
and said it raised more questions than answers.
The tribes also disputed Assistant Secretary Neal
McCaleb's characterization of it as the result of
intense consultation and said they would ask
Congress to stop it. But by the time they got
around to doing that, the Senate and House were
already sealing the deal to move
the plan forward.

Court activity on trust continues
Across town from the task force meeting, things
were heating up in federal court over the next
phase of the Indian trust fund lawsuit.
The Department of Interior must submit by January 6, 2003,
its plans to fix the broken system.
Officials sketched out some aspects this week
but said details wouldn't be ready until
next month.
Meanwhile, a court investigator continued to look
into an e-mail destruction incident involving
outgoing Assistant Secretary Neal McCaleb.
Two aides, deputy Aurene Martin and communications
assistant Dan DuBray, were the latest to e
ensnared in the ongoing probe for using
the public Internet to transmit government-related
documents.
